5 ways of dealing with the problem.

5. Bar-end shifters + Dia-Compe 287-V brake levers + v-brakes
The V-daptor and Travel-Agent are two competitive ways to solve the same problem. Both suffer from
the same rack-clearance problem, but I think the V-daptor should be gentlier on cables, which is a
good thing. You could probably keep the v-daptor if you attached the rack by using p-clamps
somewhere on the chainstays instead of the supplied braze-on which is too low for proper brake
clearance. The drawbacks are that using p-clamps is *slightly* less rigid (but not a problem in real
life), and that it is uglier.
The Tektro mini V-brakes seem an ideal solution... except that arms are only 75-mm long. Great for a
genuine road bike with 700x28 tires maximum. Not enough clearance for a bike with touring-size tires
(700x32, 37, etc.), fenders or both.
So I think the ideal solution would be to use cantilever brakes. The set-up is a bit complex, but
if you get fairly low-profile cantis like the cheap Shimanos ($12-15 in Montrйal), it's possible
to get a decent set-up, with lots of modulation. And you'll get 5-7 mm of clearance when the
brakes are open.
