The frames for you and the other guys in France were produced and shipped, as Victor said. They may have been late, but they did ship during the time period when I told you. The problem was that there was some problem with the customs documents, so Russian customs in Moscow seized the frames. This is Soviet style government bureaucracy, so they have been holding these frames for nearly 6 months, now. Victor and his manager, Stass, have been doing what they can to get the frames back.
About this time (in September) was when Victor had his health problem. This was a very serious thing, and he was in hospital for nearly two months. When I traveled to Nizhny, he was just out of hospital for only about one week. I met with him several times, and he is doing better, but still not perfect. During this time, Stass, his manager, was running things. Problem is that Stass does not really speak English. I met Stass, also. He is a very capable guy, and is a good man.
Back to the frames : So Stass and Victor were trying to decide what is better, to wait to get frames out of customs in Moscow, or to make new frames and ship them. It's not so easy, financially, to simply make the new frames. I also have a frame and two forks sitting in Moscow!! I have a road frame, road fork, and cyclocross fork sitting there. Mine was ordered even before yours! I thought maybe he didn't make it, but now I see that he really did.
So the short story, is that there will be frames coming. Victor was definitely not trying to cheat anyone. Yes, he could be much better with communications, and providing information. Also, he could maybe be faster with delivery, but at least the end of the story will be good news. I don't have clear idea of when frames will be ready, etc. But they will work to solve this problems.

OK, that is the story. As I understand it, Victor or Stass will also contact the other customers, but this is, in reality, the truth. They are still Russian, and they are super busy getting things back on track after Victor's absence.
